The Northern Frontier
Objectives: To understand the economic base of Greater Darwin and its role in the development of Northern Australia
By the end of this session you should be able to:
1. Access ABS data for specific locations
2. Calculate and interpret location quotients as a measure of economic base
3. Plot basic graphs (on Excel) showing data
Assessment Item (Workbook 2) 1. Establish the economic base of Greater Darwin using location quotients. How has it changed over time? (5 marks) (Use a graph in your answer). 2. How well do the observed economic bases align with the strategies put forward in the 2015 Northern White Paper? Suggest 2 ways that may help Greater Darwin’s economic bases to align better with the strategies. (5 marks) |
1. Understanding Economic Base
Economic base is the theory that economic activity in a region can be split into two components: activity that meets local demand (non-basic activity) and activity that meets non-local (external) demand (basic activity). Economic base theory tells us that it is the latter (e.g. basic activity), that causes a city or region to grow (Mayhew 2009). Basic economic activity is identified by comparing local employment data to national level data using Location Quotients. These are calculated as follows:
Where: ei=Local employment in industry i
e= Total local employment
Ei = National employment in industry i E = Total national employment
A location quotient >1 means that an activity is basic. Location quotients are widely used by geographers to understand regional economies and their evolution over time.
2. The Northern Australia White Paper
In June 2015, the Commonwealth Government released a white paper on the development of Northern Australia, “Developing the North: our North, Our Future” . It, along with supporting documents can be access at: https://www.infrastructure.gov.au/sites/default/files/documents/nawp- fullreport.pdf
Please read the plans provided in chapter “IMPLEMENTATION PLAN” Page numbers: 122 to 131. This document identifies five industry pillars with the potential for significant growth:
• Food and agribusiness
• Resources and energy
• Tourism and hospitality
• International education
• Healthcare, medical research and aged care
You task is to examine how well the current economic base of Darwin aligns with these objectives.
3. Accessing employment data
The Australian Bureau of Statistics collects a range of economic and employment data. These can be accessed for all regions in Australia. To calculate location quotients for Darwin we need data on industry of employment for Greater Darwin and Australia.
1. Go towww.abs.gov.authen click on the Census tab on the top menu, then click on Find Census Data> Search Census data
2. Select 2021 as the year and type Greater Darwin in the Search box
3. Click on Community Profiles
4. Download Time Series Community Profile
5. Navigate to tab t34 and copy the data and paste into a new Excel Workbook
6. Repeat the process for Australia.
7. Calculate Location Quotients for 2011, 2016 and 2021 using the data you have extracted (See equation in section 1)
8. Present the Location Quotients in labelled bar charts.
