Policy Memo

Due by the date and time above submitted electronically to the Canvas website as a Microsoft Word document. Writing on the policy memo is to be completed individually. You are welcome to discuss ideas and concepts with your classmates and others, but the write up should be entirely in your own words, with appropriate citations for quotations and paraphrasing.
• The due date is strict. Submit with time to spare to account for the usual glitches.
A two-page policy analysis memo with your recommendation of whether or not to undergo certain policy change. You could choose one of the following for this writing assignment. Be sure to talk with me early in the semester about your choice and for any help in choosing a paper/reading.
1. Based on the readings ofthe Koretz article and Harris/Hill articles, write your recommendation towards adding value-added measures of teacher effectiveness to teacher evaluations in the grade levels and subjects where this is possible.
2. Feel free to incorporate other topics from the class and choose a paper of your interest for this exercise. No statistical analysis is needed to complete the assignment whichever option you choose.
3. Choose an educational policy paper of your interest and comment on the policy implementation by addressing the data, analysis and sample. You can ask me if you need suggestions on the topic and relevant literature if you choose this option.
Prompt for Option 1: You are an analyst in Springfield Public Schools (SPS). The
superintendent of SPS, Gary Chalmers, is considering adding value-added measures of teacher effectiveness to teacher evaluations in the grade levels and subjects where this is possible.
Currently teacher evaluations consist of a yearly principal observations and teacher attendance and generally almost all teachers are rated as satisfactory or higher.
Write a two-page policy analysis memo with your recommendation of whether or not to undergo this policy change based on your readings ofthe Koretz article and Harris/Hill articles and our related class sessions. Feel free to incorporate other topics from the class, but no statistical analysis is needed to complete the assignment. If you need to make an assumption to write your memo (like the proportion of teacher ratings that would come from value-added measures), please state it clearly and proceed from that assumption.
Details: Two pages, single spaced, Times New Roman 12pt font, 1inch margins. You many include up to 3 additional pages for references, tables and figures. References and citations must be in APA format. If you are only using the articles assigned as class reading you need not include a separate reference section but be sure to use appropriate parenthetical citations.
Grading: Policy memos will be graded holistically (similarly to the problem sets) on 5 topics:
