Based on the above news report on the “burkinis” debate, answer the following questions:

1.   Compare the situation of the burkinis case with the situation of the debate on the France's 2004 “Headscarf Law.” Discuss their significant similarities and differences which may be relevant to the (limitation of) freedom of religion as specified in ICCPR Article 18.

2.   Based on the two concepts of liberty, discuss how the advocates of the French government would develop their argument  for the ban  on burkinis. Your answer  should  include the arguments defending the France's 2004 “Headscarf Law” and the discussions on ICCPR Article 18 and HRC (UN Human Rights Committee) General Comment 22 as well.

3.   Based on the two concepts of liberty, discuss how the opponents of the French government would develop their argument against the ban on burkinis. Your answer should include the arguments challenging the France's 2004 “Headscarf Law” and the discussions on ICCPR Article 18 and HRC (UN Human Rights Committee) General Comment 22 as well.

4.   If the burkinis case is also brought to the ECtHR, do you think the decision will be different from HRC? Why or why not?
